Application of the six-month rule 139. The Government provided information, on the basis of which the Working Group decided to apply the six-month rule to one case, concerning Davut Altinkaynak. Information from the Government 140. On 6 September 2021, the Government transmitted information concerning 14 cases, but the information was considered insufficient to clarify the cases. Clarification based on information from sources 141. On the basis of information provided by sources, the Working Group decided to clarify the case of Orhan Inandi (see para. 138 above), who was reportedly forcibly transferred from Kyrgyzstan to Turkey, where he is currently detained. 142. On the basis of information provided by sources, the Working Group decided to clarify the case of Hüseyin Galip Küçüközyiğit, who is reportedly detained in a known location. Observation 143. The Working Group deeply regrets the acknowledged involvement of Turkish intelligence services in the abduction and forcible transfer of Mr. Inandi and Mr. Gülen (see paras. 76 and 138 above) from Kyrgyzstan and Kenya, respectively. In this regard, the Working Group urges the Government of Turkey to implement the recommendations contained in the most recent annual report of the Working Group in relation to enforced disappearances in the context of transnational transfer, including to cease justifying enforced disappearances on the grounds of protecting national security, combating terrorism and tackling extremism; conduct independent and effective investigations into human rights violations associated with these practices; hold perpetrators accountable and provide victims and their families with the right to an effective remedy; and take all measures necessary to prevent similar cases from occurring in the future.45 United Arab Emirates Standard procedure 144. Under its standard procedure, the Working Group transmitted one case to the Government concerning Muhammad Jaffer, a national of Pakistan who was allegedly arrested on 17 October 2020 at his residence in Al Shuweiheen, Sharjah, United Arab Emirates, by armed State security agents who introduced themselves as members of the police. 145. In accordance with its methods of work, a copy of the case has been communicated to the Government of Pakistan. Information from sources 146. Sources provided updated information on one outstanding case, but the information was considered insufficient to clarify the case. Joint urgent appeal 147. On 30 June 2021, the Working Group transmitted, jointly with other special procedure mechanisms, an urgent appeal concerning the alleged imminent extradition of Ravil Mingazov to the Russian Federation, where he might have been at risk of torture and arbitrary detention.
