On 22 July 2021, the Working Group transmitted, jointly with other special procedure mechanisms, an allegation letter concerning the alleged arbitrary arrest of human rights defender Tumaini Muhoza Jean Paul and the enforced disappearance of human rights defender Engelbert Habumuremyi, also known as “Angelo”.16 Democratic People’s Republic of Korea Standard procedure 39. Under its standard procedure, the Working Group transmitted 18 cases to the Government concerning: (a) Seok-geun Do, who was allegedly abducted in 1996 and last seen in the offices of the Ministry of State Security of the Democratic People’s Republic of Korea. Other members of Do’s family would also be abducted later that same year, namely, Hee-soon Ri, Il Do, Hyun Do and Hye-Kyung Do; (b) Hee-soon Ri, who was allegedly taken from her home along with her children (Il Do, Hyun Do and Hye-kyung Do) in late 1996, presumably by members of the forces of the Ministry of State Security. She was last seen in 2010 in a cell in political prison camp No. 15, located in Yodeok County, South Hamgyeong Province; (c) Il Do, who was allegedly taken from his home along with his mother (Heesoon Ri) and his siblings (Hyun Do and Hye-kyung Do) in late 1996, presumably by members of the forces of the Ministry of State Security; (d) Hyun Do, who was allegedly taken from his home along with his mother (Heesoon Ri) and his siblings (Il Do and Hye-kyung Do) in late 1996, presumably by members of the forces of the Ministry of State Security; (e) Hye-kyung Do, who was allegedly taken from her home along with her mother (Hee-soon Ri) and her brothers (Il Do and Hyun Do) in late 1996, presumably by members of the forces of the Ministry of State Security. She was last seen in 2010 in a cell in political prison camp No. 15, located in Yodeok County, South Hamgyeong Province; (f) Lee Gyeong-Seong, who was allegedly taken from an acquaintance’s house along with two other persons at around 4 p.m. on 27 August 2014, by members of the forces of the Ministry of State Security; (g) Kwon Jin-Sook, who was allegedly arrested by Chinese agents in August 2009 in the vicinity of Kunming, Yunnan Province, China, while she was travelling to the Republic of Korea. Jin-Sook was subsequently returned to the Democratic People’s Republic of Korea, where she was forcibly disappeared. In accordance with the Working Group’s methods of work, a copy of the case concerning Jin-Sook has been communicated to the Government of China; (h) Yoon Young-Joo, who was allegedly captured on 11 January 1968 by forces of the Democratic People’s Republic of Korea while aboard his fishing boat near the Northern Limit Line – a disputed maritime demarcation line – in the sea east of the Korean Peninsula; (i) Eon Won-seop, who was allegedly abducted on 6 December 1958 while aboard the Hayoung-ho ship near the Northern Limit Line; (j) Ki-nam Ham, who was allegedly abducted on 30 October 1968 by members of the naval forces of the Democratic People’s Republic of Korea while fishing near the fishing limit line in the sea east of the Korean Peninsula; 16 See COD 4/2021. 7
