The victim, a former Shura Council member, was arrested on October 23, 2013 in the city of Damanhour, Beheira Governorate, in connection with the case known in the media as “the governorate building fire.” He was investigated the next day and imprisoned for 15 days.

Military sentences were issued against the victim and dozens of others in connection with the case with imprisonment for a period of 5 years. He was also investigated in connection with two cases known in the media as “The Incidents at the Tawbah Mosque” and “The Incidents at the Al-Hidaya Mosque.” The victim was sentenced to another 5 years in prison.

The victim spent his sentence in a number of prisons, starting with Al-Abadiya in the city of Damanhour, then passing through Burj Al-Arab and Wadi Al-Natroun prisons. He was subjected to a number of violations, most notably denial of health care and denial of visits during a period of imprisonment.
