A/HRC/WGEID/125/1 III. Information concerning enforced or involuntary disappearances in States reviewed by the Working Group during the session Algeria Standard procedure 13. Under its standard procedure, the Working Group transmitted 10 cases to the Government concerning: (a) Lahouari Bouchareb, who was allegedly abducted at around 5 p.m. on 25 October 1995 by 12 agents of the military security forces in civilian clothes; (b) Abdelkader Tahah, who was allegedly arrested in November 1995 at his home by gendarmes and soldiers. He was last seen 15 days after his arrest at the detention centre of the gendarmerie of Messaad; (c) Brahim Bettayeb, who was allegedly arrested with his brother Nourredine Bettayeb on 14 August 1995, at the family home in Algiers; (d) Nourredine Bettayeb, who was allegedly arrested with his brother Brahim Bettayeb on 14 August 1995, at the family home in Algiers; (e) Hakim Benrabah, who was allegedly subjected to enforced disappearance on 25 April 1994 after having left his residence to go to work. On the day of the disappearance, police and military personnel came to his family home; (f) Mourad Bennoua, who was allegedly abducted at around 8 p.m. on 22 February 1994, after he had left Kouba hospital, where he was a nurse. Four days after the disappearance, agents of the special anti-terrorism brigade presented themselves at the family home; (g) Brahim Benguiesma, who was allegedly abducted at 8.30 a.m. on 14 April 1994 by two armed agents in civilian clothes; (h) Kouider Bagua, who was allegedly last seen in 1994 at the home of a friend in the commune of Megaz where he was arrested with another person; (i) Abdelkader Zahafi, who was allegedly abducted at around 1 p.m. on 5 May 1994, after having left his home. It is believed that the police is responsible for his enforced disappearance, as many arrests were carried out in his neighbourhood around the time of his disappearance; (j) Seghir Amar Toubal, who was allegedly arrested at 6 a.m. on 2 May 1994, at his home, by Algerian army soldiers. Joint urgent appeal 14. On 20 September 2021, the Working Group transmitted, jointly with other special procedure mechanisms, an urgent appeal concerning Slimane Bouhafs, a citizen of Algeria recognized as a refugee in Tunisia, who reportedly disappeared on 25 August 2021 in Tunis and who then reappeared four days later in a police station in Algiers, accused of terrorismrelated crimes in connection with his activism. Joint allegation letter 15. On 25 May 2021, the Working Group transmitted, jointly with other special procedure mechanisms, an allegation letter concerning the incommunicado detention and torture of Walid Nekiche.7 In the letter, the mechanisms pointed to the slow pace of legal proceedings to independently investigate allegations, prosecute the torturers and provide redress to the 7 See DZA 8/2021. 3
