On 27 August 2021, the Government provided a reply to the joint allegation letter sent on 16 July 2021. Observation 32. The Working Group is alarmed about the fact that two thirds of the outstanding cases on China brought to its attention12 involve alleged enforced disappearances pertaining to the Xinjiang Uighur Autonomous Region. Furthermore, the Working Group remains concerned about the continued increase in the use of residential surveillance in a designated location and the liuzhi system to detain individuals. It reiterates that accurate information on the detention of persons deprived of their liberty and their place or places of detention, including transfers, should be made promptly available to their family members, to their counsel or to any other persons having a legitimate interest in the information,13 and that failure to do so amounts to enforced disappearance. Colombia Information from the Government 33. On 13 September 2021, the Government transmitted information concerning one case, but the information was considered insufficient to clarify the case. Reply to a general allegation 34. On 1 June 2021, the Government provided a reply to the general allegation transmitted by the Working Group on 31 March 2021 (see annex III). Cuba Joint allegation letter 35. On 3 August 2021, the Working Group transmitted, jointly with other special procedure mechanisms, an allegation letter concerning alleged arbitrary detentions and enforced disappearances, as well as excessive use of force by the police and the military, against protesters, journalists and human rights defenders in the context of the peaceful protests that began on 11 July 2021.14 Cyprus Joint allegation letter 36. On 12 July 2021, the Working Group transmitted, jointly with other special procedure mechanisms, an allegation letter concerning reported pushbacks of migrants from Cyprus to Lebanon and Turkey carried out at sea by the Cyprus Port and Marine Police and the alleged unreasonable use of force involved in some of those pushback operations.15 37.
