On 27 September 2021, the Working Group transmitted, jointly with other special procedure mechanisms, an allegation letter concerning the negative impact that legislation and regulations adopted in Algeria8 since the end of the civil war have had on the realization of victims’ rights to an effective remedy, to justice and to the truth in relation to the serious human rights violations committed during that period, as well as allegations related to the excessive restrictions on the rights to freedom of opinion and expression, peaceful assembly and association contained in the Algerian legal framework, which allegedly undermine the activities of victims and their associations and which have led to the criminalization of peaceful demonstrations demanding justice for the above-mentioned violations. Observation 17. The Working Group notes with concern the persisting allegations regarding the lack of investigations and search activities to determine the fate of persons allegedly subjected to enforced disappearance during the civil war. Argentina Information from the Government 18. On 28 June 2021, the Government transmitted information concerning eight cases, but the information was considered insufficient to clarify the cases. Bahrain Joint allegation letter and reply 19. On 28 June 2021, the Working Group transmitted, jointly with other special procedure mechanisms, an allegation letter concerning alleged violations of the rights of Sheikh Zuhair Jasim Mohamed Abbas and Ali Abdul Husain Ali Hasan Ali AlWazeer, including arbitrary arrest, enforced disappearance, torture and non-access to due process.9 20. On 24 August 2021, the Government provided a reply to the joint allegation letter sent on 28 June 2021. That communication will be submitted for the consideration of the Working Group as soon as its translation has been received. Bangladesh Urgent procedure 21. Under its urgent procedure, the Working Group transmitted one case to the Government concerning Md. Mahmud Hasan, also known as Mufti Maulana Mahmudul Hasan Gunobi, who was allegedly abducted from Pashchim Shulukia village on 6 July 2021 by agents of the Rapid Action Battalion. General allegation 22.
